Best PhD in Nursing Programs in Pennsylvania, Ranked (2026)

Nowhere else in Pennsylvania will a nursing school pay you to do the doctorate. Penn commits four years of tuition, stipend, fees and insurance, and it holds $41.9 million of the state's $61.2 million in NINR funding.

Where it wins. Penn awarded 64 of the 100 nursing doctorates Pennsylvania produces in a year, and its faculty hold 96 NINR awards. The curriculum is 14 course units with no clinical component, so it's research training from the start.

What you give up. Six to twelve applicants get in each year, so the odds are the tightest in Pennsylvania. And the funding is for full-time study only; part-time students at Penn pay their own tuition, fees and insurance.

Pitt is the second research base in Pennsylvania and there isn't a third: it and Penn hold $58.4 million of the state's $61.2 million in NINR funding, leaving about $2.7 million for the other seven.

Where it wins. You start an apprenticeship with a working investigator in your first term rather than after coursework, and admission is rolling with decisions usually inside four to six weeks. Every other Pennsylvania campus program makes you wait for an annual date.

What you give up. Pitt awarded 6 PhDs against 69 DNPs, so the doctoral center of gravity in the building is the practice degree. Funding is described as available through stipends and fellowships rather than guaranteed, and tuition runs $1,305 a credit.

At $516 a credit, IUP charges less than half of any other published rate in Pennsylvania. Sixty credits comes to $30,960, roughly $21,000 under the next cheapest online PhD in the state.

Where it wins. There's no campus requirement at all, coursework runs nights and weekends, and a new cohort starts every May. If you already hold a DNP, 24 credits transfer and the doctorate drops to 36 credits, about $18,600 in tuition.

What you give up. The research here is nursing education and faculty development rather than clinical science, and the state's grant money sits at Penn and Pitt. You also need a master's; IUP won't take you straight from a BSN.

Villanova is built for nurses who want to teach. The Conway fellowship is $80,000 over three years, the only named award of that size in Pennsylvania outside Penn's full funding package.

Where it wins. Fall and spring classes run synchronously in evening blocks, so the year-round Conway track finishes in three years while you stay in Pennsylvania. Villanova awarded 11 PhDs, more than Pitt, Penn State and Jefferson combined.

What you give up. Summer coursework is on campus every year you're enrolled, starting with two weeks after Memorial Day. Conway fellows agree to cap outside work at ten hours a week and to teach after graduating; the traditional track pays $1,710 a credit.

Wilkes designed this PhD around nurses who are not going to stop working. Nine terms of twelve-week courses, nothing on campus, and a total tuition figure the university caps at $51,935.

Where it wins. You get a dissertation chair in the first course rather than after comprehensive exams, which is the part most part-time doctoral students stall on. Up to nine graduate transfer credits count, and the GPA bar is 3.0 rather than Widener's 3.5.

What you give up. IUP runs the same no-residency online arrangement for about $21,000 less, and Wilkes has awarded 2 PhDs. Entry is master's only, so a BSN-prepared nurse has to look at Widener instead.

Duquesne is the only Pennsylvania PhD that sends you abroad: every student spends ten to fourteen days at Trinity College Dublin inside a research methods course. That, plus two more residencies, is what you're buying.

Where it wins. Coursework is online across three-year and four-year tracks with identical courses, so you pick your pace at the start. A DNP-to-PhD option runs 38 credits and finishes in about two and a half years.

What you give up. At $1,918 a credit, 56 credits comes to $107,408, more than three times IUP's bill for a fully online Pennsylvania PhD. The 25 to 55 percent tuition discounts don't apply to the Dublin course.

Of Pennsylvania's four online PhDs, Widener is the one that will take you straight from a BSN. The other three want a master's first, which makes this the only distance route for a bachelor's-prepared nurse.

Where it wins. You can mix formats course by course, taking some in person and some online, with one brief campus residency in year two. Classes run in the evening, and the 48-credit total is published at $52,320.

What you give up. Admission needs a 3.5 GPA and a reference from someone holding a research doctorate, the stiffest gate among Pennsylvania's online programs. The bill is $52,320 against IUP's $30,960, and four to five years is the longest of the four.

Penn State runs the shortest curriculum in Pennsylvania at 43 credits and the longest funding promise outside Penn: up to five years for selected BSN-to-PhD students, four for those entering with a master's.

Where it wins. A dual-title PhD pairs nursing with clinical and translational sciences or with bioethics, which no other Pennsylvania program offers, and six named faculty research areas run from molecular mechanisms to telehealth. At $1,104 a credit the 43-credit plan is $47,472.

What you give up. The funding is competitive, not automatic, and you have to apply by December 1 to be considered. Penn State's nursing faculty hold $74,976 in NINR awards, a rounding error next to Penn's $41.9 million, and the program awarded 2 PhDs.

Jefferson shares its doctoral coursework with the university's public health and population science programs, so a nursing PhD here is taught alongside other health-science doctoral students rather than inside a standalone nursing college.

Where it wins. You can add an MPH to the PhD, and the whole curriculum is framed around social justice and health equity with five named research areas. Center City delivery is hybrid, so a Philadelphia nursing job stays possible while you study.

What you give up. The funding on offer is a loan you teach off rather than a stipend: NFLP forgives up to 85 percent for four years of faculty service. Entry is master's only, and 47 credits at $1,390 comes to $65,330.
